States need new models and multiple measures to determine the effectiveness of teaching and leading.  Model evaluation systems must account for student achievement and growth and the professional actions and responsibilities that comprise effective and highly effective practice.  Evaluation systems need to align with standards, include teachers in non-tested subjects and grades, take into account individual and team responsibility for student performance, be valid and reliable enough to be credible and legally defensible, and incorporate rigorous evaluator training.
