Teachers and leaders improve their effectiveness not as isolated individuals but in collaborative job-embedded growth opportunities that are research-based, standards-linked, data-driven, and supportive of individual, team, and school growth plans.  States and districts need to evaluate the quality of professional development and its impact on student achievement and to devise performance-based re-licensure or tiered licensure systems.  States also need to model systems of support for educators' continuous growth that include induction, mentoring, and coaching, and that promote and support a collaborative, interdisciplinary team culture and working conditions.
